English: Coat of Arms of Iraq from 1991 to 2004 -- standard pan-Arab "Eagle of Saladin" with shield of the tricolor of national flag (with the "Takbir" text الله أكبر widely rumored to be in Saddam Hussein's own handwriting), holding a scroll with the words الجمهورية العراقية (al-Jumhuriya al-`Iraqiya "The Iraqi Republic").
